The ISAWS Consortium

Of California's 58 counties 35 use the Interim Statewide Automated Welfare System to administer public assistance. These counties, which represent 13% of the statewide public assistance caseload and the Consortium central office located in Sacramento, are tasked with ensuring that the ISAWS meets the business needs of the member counties.

The Consortium organization is managed by Joe Hogan, with the ISAWS Board of Directors and Executive Committee providing executive management and oversight.

Participation in system maintenance and operations efforts is accomplished through direct county efforts and through liaison activities performed by the central Consortium Office staff. These liaison activities are provided through a staff augmentation contract with First Data Government Solutions (formerly GovConnect) .
