How are regulations implemented in each Consortium?

C-IV
The C-IV System uses Oracle Discoverer for Ad Hoc reporting against a
centralized reporting database of current information. No downloads are
required to use the Ad Hoc reporting functions. C-IV also includes an
integrated set of report templates that allow authorized users to generate
customized reports on many different types of data over user-specified
date ranges. In addition to the Ad Hoc and On-Request reports, C-IV includes
450+ Scheduled Reports that are centrally run for each county and then
distributed to each authorized county user in an on-line report format.
The reports may also be printed centrally or locally, depending on the
preferences of the county
CalWIN
CalWIN has Management Reporting built into the system. Currently
there are over 670 Management Reports defined. These reports are created
by pulling intelligent extracts from our Oracle database (ASCII flat files
produced), shipping them to a Management Reporting Server located in the
County, having a product called Business Objects use those extracts along
with the report layouts (670+) to produce the reports, which are then
made available to the appropriate county personnel through a product call
Content On-Demand for viewing and/or printing. Ad hoc reporting capability
is also provided through intelligent extracts from our Oracle database
(ASCII flat files produced), which can then be uploaded into the County
Information Server (CIS). The CIS, its database and its reporting tools
are up to each County, however, project funding is provided for these
items.

What is the timing and operational definition of
"fully participate" in target consortia -- when would counties consider
themselves part of the consortium? (IMAP ID#6)
C-IV
C-IV is structured as a Joint Powers Authority. Changes to this legal
structure require approval of the Boards of Supervisors (BOS) of the Consortium.
Migrating counties can be admitted as full participants based on request
of their BOS' and approval of the Consortium BOS'
CalWIN
The WCDS Bylaws describe the rights and responsibilities of participating
counties. According to the Bylaws all participating counties are treated
equally. Counties become full participants when they sign the Consortium
contracts. The specific language in the Bylaws is as follows: "For all
purposes, "participating county(ies)" is defined as signatories to the
Agreements and all amendments thereto." Informal participation may be
available prior to that for counties who have elected to join the Consortium.

Please explain how the county votes work in the
consortium. How many votes does a county have? Does each county have one
vote that is weighted based on case count, one vote regardless of case
count, or multiple votes? Do all who join a consortium have a vote? (IMAP
ID #107)
C-IV
The JPA Board of Directors has a formal voting structure of one vote per
county. Due to the small number of counties, the administrative structure
of the Consortium has followed the consensus model. At some point there
will be a more formal structure of the administrative support committees.
CalWIN
The WCDS Bylaws state that each county has a voting representative to
the WCDS Joint Committee. The voting representative under the 'One County-One
Vote regardless of size' rule resolves any questions, issues or changes
brought to the WCDS Joint Committee. The specific language in the Bylaws
is as follows: "The Social Services/Welfare Director in each participating
county shall designate one individual as the person authorized to vote
on behalf of that county…. Each participating county shall have one (1)
vote on each question presented at the meetings."
