Between January and April 2003, the ISAWS Migration Assessment Project was conducted. This project was intended to help member counties make a preliminary decision regarding which SAWS Consortia they would like to join.

This project concluded in June 2003 and resulted in 34 counties making a preliminary decision to join the C-IV Consortium, and 1 county electing to join the CalWIN Consortium.
